Summary:

Through this Request for Pre-Qualification, the District of Lake Country (the “District”) invites organizations that are experienced in water treatment engineering and design, to submit non-binding pre-qualification Submissions for the provision of engineering and design services for the District’s Beaver Lake Water Treatment Plant (“BLWTP”) Project, which is a multi-phased project to construct a new Water Treatment facility at 5000 Beaver Lake Road, Lake Country, BC, with an estimated total capital cost of $81.9 million.

Further details on the BLWTP Project and the RFQUAL process are provided herein.  Key summary details are as follows:

• As an outcome from this RFQUAL, the District will shortlist up to 3 Respondents that will then become ‘Pre-Qualified’ organizations.
• Pre-Qualified organizations will be invited to submit proposals to subsequent Request for Proposals for the various design & engineering phases of the Project, which may include:
  • Functional Design (2024)
  • Preliminary Design & Engineering (timeframe unknown)
  • Detailed Design & Engineering (timeframe unknown)
  • Construction Administration (timeframe unknown)
• The Project Delivery model for the Project has not yet been determined, and may involve collaborative models such as Integrated Project Delivery or Construction Management.  The use of such models may impact whether the Detailed Design & Engineering and Construction Administration phases are limited to only the Pre-Qualified organizations.
• The Pre-Qualification of organizations from this RFQUAL will be valid for a period of 3 years, in accordance with the requirements of the Comprehensive Economic and Trade Agreement (CETA).    No further notices to solicit Submissions for inclusion in the Pre-Qualified list will be issued during the three-year period. 
• While the Project will require engineering and design services from multiple disciplines, the District requires the ‘Lead’ design and engineering firm on the Project to be the Water Treatment engineering firm.  Other engineering disciplines may either be subcontracted, or provided in-house by the same organization.
