SUMMARY:

Through this Request for Proposals, the District of Lake Country invites Proposals from organizations that are experienced in underwater construction related to water intake and pipeline infrastructure, to provide Construction Management Services and Work (as defined in the CCDC5B-2010 Contract) for the District’s project to extend the Kalamalka Lake water intake line.

Project Summary:

Key details of the Kalamalka Lake Intake Extension Project (the “Project”) are as follows:

  • Project Location: the Kalamalka Lake Intake connects to the foreshore at Pioneer Park, 15750 Trask Road, Lake Country, BC, as shown in the Project Conceptual Design Brief (Exhibit A to this RFP).
  • Project Engineering Firm:  The District’s Project engineer, responsible for all design and engineering on the Project is Align Engineering Ltd.
  • Current Project Status: a conceptual design for the Project has been completed by the Project engineer and is provided in the Exhibits of this RFP. The Project will next move into Detailed Design Phase (both Schematic Design and Design Development Phases combined) during August 2026, and the District is seeking to recruit the Construction Manager via this RFP to provide the Pre-Construction Services during the Detailed Design Phase.
  • Project Construction Budget: For construction of the Project, excluding costs for design and engineering Services (the “Project Construction Budget”) the District has a maximum of $1.1 million (excluding GST) available.  This Project Construction Budget includes contingencies and is the absolute maximum funds available for Project Pre-Construction Services and Construction Work.
  • Overall Project Objective:  design and construct an extension of the Kalamalka Lake intake.  The Project shall also achieve additional objectives including;
    • Ensure intake screen specifications align with modern Department of Fisheries (DFO) requirements.
    • Protect against the threat of invasive mussels through the addition of chlorine ejection plumbing.
    • Consider including new online sensor technologies, such as optical phytoplankton pigment systems (chl-a, phycocyanin, etc.).
    • Determine transport route of materials from laydown area to the construction zone, including potential disturbances to environmental areas, so that required regulatory approvals can be obtained.
  • Project Key Features:  the Project construction will include the following key construction features, based on the approved conceptual design:
    • Installation of approximately 340m of HDPE watermain
    • Replacement of the existing intake screen
  • Project Scope Area: the scope area of the Project will include the following;
    • Underwater for the path of the final intake extension, including all; subsurface work, structures, and improvements required; as shown in Exhibit A and as may be refined during the Pre-Construction Services.
    • Underwater for removal of the existing intake screen plus connection of the existing intake to the new Project Work.
    • Onshore including; the laydown area, and transport route from the laydown area to the foreshore intake point; as shown in Exhibit A and  as may be refined during Pre-Construction Services.
  • Phases and Timeline:  The Project currently has some conceptual designs completed (provided in Exhibit A of the RFP). Detailed Design phase services are anticipated to commence on or after August 10, 2026. Construction Documents Phase Services should be complete no later than April 30, 2027.  Construction on-site is scheduled to commence October 1, 2027, with all construction complete and the Project Work at ‘Ready for Takeover’ stage no later than March 31, 2028.
  • Project Delivery Model: the Project will be delivered using the ‘Construction Management’ delivery method, whereby the Construction Manager for the Project (selected as a result of this RFP #2026-151) will be recruited during Detailed Design Phase (with design to be performed by the Project Engineer) under the CCDC 5B-2010 Construction Management Contract – for Services and Construction. During the Detailed Design Phase of the Project, the Construction Manager will provide constructability input into the design process with the aims of; improving constructability, optimizing scheduling, determining laydown areas, determining transportation routes between the laydown areas and foreshore, outlining areas of potential environmental impact, and optimizing costs.

Once Construction Documents for the Project are completed by the Project Engineer, the Construction Manager shall conduct sub-trade/product procurement activities; and following this, the District’s intent is to use the Stipulated Price Option in CCDC5B to execute a CCDC2-2020 Stipulated Price Contract for the Construction of the Project.
